McCauley has led the 278th since May 2011. He was deputy commander when the regiment was deployed to Iraq in 2010. He was also with the 278th on its first Iraq deployment in 2004.
The measure would cut Temporary Assistance for Needy Families, or TANF, benefits by 30 percent if a child fails to advance to the next grade.
