According to a news release from the Department of Justice, 20-year-old
Dakota Calderhead admitted to fashioning a noose that was hung on a tree
outside one home and from the mirror of a school bus in front of a
second family's home on or about Dec. 30.
More than half of the files released last week by the Department of
Children's Services show that caseworkers did not stick to a policy
meant to keep records up to date, a failure that experts say could have
jeopardized child safety and criminal investigations into their deaths.
